I think it will be a financial mess. But in fairness it is the first run of the competition - maybe we won't know how interesting it is until 2049! But they can't find $1bn every 4 years if it is a huge flop. In my view they should have focussed on full stadia for starters - cheap tickets etc. That would at least get the right visuals. On the positive side FIFA are good at organising tournaments so should do a great job on that.
